- Since 1999, the European Union (EU) has become a security and defense policy agent, subsequently establishing institutions, policies, and strategies to face security and defense challenges, particularly in its near abroad, and to conduct civilian and military operations since 2003 onwards. Yet, while European defense has come a long way since its inception, it chronically falls short of set goals and ambitions due to divergent member states preferences, capability deficiencies, the continued relevance of sovereignty, resulting defense-industrial nationalism, and sometimes problematic relations with NATO leading to institutional turf wars and blockade. Hence, although the EU has managed to become a security management actor with a unique set of skills, and despite some newly established policies and initiatives in the wake of the Russian war in Ukraine, it utterly fails in the defense realm, unable to assure any level of a common policy that would be able to address its deteriorating security environment in the face of Russian post-2014/2022 revisionism and uncertainty about the U.S. future role in European security and defense.
This class takes stock of what the EU has achieved in the security and defense realm while interpreting it against the challenges it faces: subversion by autocratic agents at home and abroad, territorial wars, increasing great power confrontation, a multi-order world and, as a consequence, a weakened liberal order, and other geopolitical tensions related to multilateralism, trade, and global commons. In doing so, the class conveys factual knowledge on European defense policies, capabilities, and strategy while avoiding the confinements of a Europe-centered debate, putting policies, capabilities, and institutions in a geopolitical perspective.
Active participation and intense reading are required and expected for participating in the class.
Participation Requirement (Prüfungsvorleistung): impulse presentation (not graded)
Examination (Prüfungsleistung): term paper (Hausarbeit, usually in group mode), due 30 September 2024

Der Vortrag soll gemäß Prüfungsordnung enthalten: Vorstellung des Themas und des Forschungsstandes, der Methoden, des Untersuchungsaufbaus sowie ggf. erste Ergebnisse. Es sind jeweils 20 Minuten Vortrag und etwa 20 Minuten Diskussion vorgesehen.

- This seminar provides students with an introduction to the historical development of European integration, to theories explaining it, and to selected issues of European politics. Starting in the 1950s, the seminar will work through the central steps in setting up European integration (Schuman Plan, ECSC, EC, EPC, SEA et al.) that ultimately led to the European Union (in 1993). In doing so, we will focus on two axes: On the one hand, we will delve into the development of EC/EU policy areas, those included and excluded, and their change. On the other hand, we will look at the accompanying institutionalization of EU bodies and how it developed over time. The seminar will make use of various theories to explain this development and its underlying processes.
At the end of the seminar, students will have acquired a profound understanding of the development and politics of European integration and of the EU polity. They will have had a glimpse at central policy areas of European integration and know about their achievements and problems. Students will be able to judge on the latter using a variety of theoretical angles.
Students are expected to read and engage. Precise information on contents, texts, and requirements will be provided on OLAT shortly ahead of classes starting, and during the first session.

- The North Atlantic Treaty Organization (NATO) is the oldest and most deeply institutionalized military alliance in the world. During its long history, NATO has changed the way it engages security and defense issues. Founded as collective defense alliance against the Soviet Union, it took over massively collective and cooperative security tasks after the end of the Cold War, often on behalf of the United Nations, and was/is deeply involved in both anti-terror and nation/state-building efforts, like in Kosovo since 1999 or in Afghanistan between 2003 and 2021. Since the Russian annexation of Crimea in 2014, the end of the intervention in Afghanistan, and the second Russian invasion of Ukraine in 2022 though, the original collective defense tasks have achieved greater importance again facing an aggressive Russia. Hence, in one organization, NATO unites collective/cooperative security and defense tasks while relying on strong liberal-democratic, western identity foundations at the same time.
These foundations, the mentioned functional changes, and the fact of being a 32 member states alliance with a strong hegemon (the U.S.) have always led to conflict on its mission, power relations, and burden-sharing among allies. This class goes to the bottom of these processes of change and its civilian and military politics and tries to understand them from multiple theoretical angles. It provides basic historical knowledge, analyzes key moments in alliance (and world) politics, delves deeply into the post-9/11 period, transatlantic tensions in the 2010s (Obama, Trump), and the (newly?) found unity since the Russian war in Ukraine. Hence, the class conveys substantive historical, political, social, and military-strategic knowledge in the alliance in order to enable students to judge on alliance politics and problems in an increasingly instable security and geopolitical environment.
